26, ਜਨਵਰੀ, ਗਣਤੰਤਰ ਦਿਵਸ ਨੂੰ ਦਿੱਲੀ ਵਿੱਚ ਹੋਈ ਕਿਸਾਨ-ਟਰੈਕਟਰ ਰੈਲੀ ਦੌਰਾਨ ਜੋ ਹਿੰਸਕ ਘਟਨਾਵਾਂ ਵਾਪਰੀਆਂ ਉਸਨੂੰ ਲੈ ਕੇ, ਦੋਹਾਂ ਧਿਰਾਂ (ਸਰਕਾਰ, ਦਿੱਲੀ ਪੁਲਿਸ ਅਤੇ ਕਿਸਾਨ ਜੱਥੇਬੰਦੀਆਂ) ਵਲੋਂ ਇੱਕ-ਦੂਜੇ ਦੇ ਵਿਰੁਧ ਬਹੁਤ ਕੁਝ ਕਿਹਾ ਗਿਆ ਹੈ। ਇੱਕ ਪਾਸੇ ਤਾਂ ਦਿੱਲੀ ਪੁਲਿਸ ਵਲੋਂ ਇਸ ਹਿੰਸਾ ਲਈ ਕਿਸਾਨ ਜੱਥੇਬੰਦੀਆਂ ਨੂੰ ਜ਼ਿਮੇਂਦਾਰ ਠਹਿਰਾ, ਕਈ ਕਿਸਾਨਾਂ ਨੂੰ ਹਿਰਾਸਤ ਵਿੱਚ ਲਿਆ ਗਿਆ ਅਤੇ ਇਸਦੇ ਨਾਲ ਹੀ ੳਨ੍ਹਾਂ ਦੇ ਦਿੱਲੀ ਬਾਰਡਰ ਸਥਿਤ ਧਰਨਾ-ਅਸਥਾਨਾਂ ਦੀ ਨਾਕਾ-ਬੰਦੀ ਨੂੰ ਇਤਨਾ ਮਜ਼ਬੂਤ ਕੀਤਾ ਜਾਣਾ ਸ਼ੁਰੂ ਕਰ ਦਿੱਤਾ, ਜਿਸਦੇ ਫਲਸਰੂਪ ਕਿਸਾਨ ਜੱਥੇਬੰਦੀਆਂ ਕਿਸੇ ਵੀ ਤਰ੍ਹਾਂ ਦਿੱਲੀ ਵਿੱਚ ਦਾਖਲ ਨਾ ਹੋ ਸਕਣ। ਦੂਜੇ ਪਾਸੇ ਕਿਸਾਨ ਜੱਥੇਬੰਦੀਆਂ ਦੇ ਮੁੱਖੀਆਂ ਅਤੇ ਨਿਰਪੱਖ ਰਾਜਸੀ ਮਾਹਿਰਾਂ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਇਹ ਹਿੰਸਾ ਕਿਸਾਨਾਂ ਵਲੋਂ ਨਹੀਂ, ਸਗੋਂ ਉਨ੍ਹਾਂ ਦੀਆਂ ਵਰੋਧੀ-ਤਾਕਤਾਂ ਵਲੋਂ ਕੀਤੀ ਅਤੇ ਕਰਵਾਈ ਗਈ ਹੈ, ਜਿਸਦਾ ਉਦੇਸ਼ ਅੰਂਦੋਲਨ ਨੂੰ ਬਦਨਾਮ ਕਰ, ਕਮਜ਼ੋਰ ਕੀਤਾ ਜਾਣਾ ਸੀ। ਇਸਦਾ ਕਾਰਣ ਉਹ ਇਹ ਦਸਦੇ ਹਨ ਕਿ ਕੇਂਦਰ ਸਰਕਾਰ ਵਲੋਂ ਬਣਾਏ ਖੇਤੀ ਕਾਨੂੰਨਾਂ ਨੂੰ ਕਿਸਾਨ-ਹਿਤਾਂ ਦੇ ਵਿਰੁੱਧ ਮੰਨ, ਉਨ੍ਹਾਂ ਨੂੰ ਵਾਪਸ ਲੈਣ ਦੀ ਮੰਗ ਨੂੰ ਲੈ ਕੇ ਕਿਸਾਨ ਜੱਥੇਬੰਦੀਆਂ ਵਲੋਂ ਸ਼ੁਰੂ ਕੀਤੇ ਗਏ ਹੋਏ ਅੰਂਦੋਲਨ ਨੂੰ ਚਾਰ ਮਹੀਨਿਆਂ ਤੋਂ ਵੀ ਵੱਧ ਦਾ ਸਮਾਂ ਬੀਤ ਗਿਆ ਹੈ ਅਤੇ ਦਿੱਲੀ ਬਾਰਡਰ ਪੁਰ ਉਨ੍ਹਾਂ ਵਲੋਂ ਦਿੱਤੇ ਗਏ ਹੋਏ ਸ਼ਾਂਤੀਪੂਰਣ ਧਰਨੇ ਨੂੰ ਵੀ ਢਾਈ ਮਹੀਨੇ ਹੋਣ ਨੂੰ ਜਾ ਰਹੇ ਹਨ। ਇਸ ਦੌਰਾਨ ਕੇਂਦਰੀ ਗ੍ਰਹਿ ਮੰਤਰੀ ਅਮਿਤਸ਼ਾਹ ਸਹਿਤ ਹੋਰ ਕੇਂਦਰੀ ਮੰਤ੍ਰੀਆਂ ਨਾਲ ਕਿਸਾਨ ਨੇਤਾਵਾਂ ਦੀਆਂ 12 ਬੈਠਕਾਂ ਹੋ ਚੁਕੀਆਂ ਹਨ, ਪ੍ਰੰਤੂ ਇਨ੍ਹਾਂ ਬੈਠਕਾਂ ਦਾ ਕੋਈ ਸਾਰਥਕ ਨਤੀਜਾ ਸਾਹਮਣੇ ਨਹੀਂ ਆ ਸਕਿਆ। ਇਤਨਾ ਲੰਮਾਂ ਸਮਾਂ ਬੀਤ ਜਾਣ ਅਤੇ ਮਸਲੇ ਨੂੰ ਹਲ ਕਰਨ ਲਈ ਹੋਈਆਂ ਮੁਲਾਕਾਤਾਂ ਦਾ ਕੋਈ ਵੀ ਨਤੀਜਾ ਨਾ ਨਿਕਲ ਪਾਣ ਦੇ ਬਾਵਜੂਦ, ਧਰਨੇ ਪੁਰ ਬੈਠੇ ਲੱਖਾਂ ਕਿਸਾਨਾਂ ਵਲੋਂ ਭੜਕਾਹਟ ਪੈਦਾ ਕਰਨ ਵਾਲੀ, ਕਿਸੇ ਵੀ ਤਰ੍ਹਾਂ ਦੀ ਕੋਈ ਕਾਰਵਾਈ ਨਾ ਕੀਤੇ ਜਾਣ ਅਤੇ ਦ੍ਰਿੜ੍ਹ ਸੰਜਮ ਤੋਂ ਕੰਮ ਲਏ ਜਾਣ ਦੇ ਚਲਦਿਆਂ, ਉਨ੍ਹਾਂ ਦੀ ਅਤੇ ਉਨ੍ਹਾਂ ਦੇ ਧਰਨੇ ਦੀ ਸੰਸਾਰ ਭਰ ਵਿੱਚ ਜੋ ਪ੍ਰਸ਼ੰਸਾ ਹੋਣ ਲਗੀ, ਉਸ ਨਾਲ ਕਿਸਾਨ-ਵਿਰੋਧੀਆਂ ਵਿੱਚ ਪ੍ਰੇਸ਼ਾਨੀ ਦਾ ਪੈਦਾ ਹੋਣਾ ਸੁਵਭਾਵਕ ਹੀ ਸੀ। ਉਨ੍ਹਾਂ ਨੂੰ ਇਉਂ ਜਾਪਣ ਲਗਾ ਕਿ ਜੇ ਕਿਸਾਨਾਂ ਨੇ ਭਵਿਖ ਵਿੱਚ ਇਸੇ ਤਰ੍ਹਾਂ ਦੇ ਸੰਜਮ ਤੋਂ ਕੰਮ ਲੈਣਾ ਜਾਰੀ ਰਖਿਆ ਤਾਂ ਅੰਤਰ੍ਰਾਸ਼ਟਰੀ ਪੱਧਰ ’ਤੇ ਉਨ੍ਹਾਂ ਪ੍ਰਤੀ ਲਗਾਤਾਰ ਹਮਦਰਦੀ ਭਰਿਆ ਜੋ ਜਨਮਤ ਤਿਆਰ ਹੁੰਦਾ ਜਾਇਗਾ, ਉਸਦਾ ਸਾਹਮਣਾ ਕਰਨਾ ਉਨ੍ਹਾਂ (ਕਿਸਾਨ-ਵਿਰੋਧੀਆਂ) ਲਈ ਸੰਭਵ ਨਹੀਂ ਰਹਿ ਜਾਇਗਾ।
ਇਨ੍ਹਾਂ ਹੀ ਰਾਜਸੀ ਮਾਹਿਰਾਂ ਦਾ ਇਹ ਵੀ ਮੰਨਣਾ ਹੈ ਕਿ ਜੇ ਸਰਕਾਰ ਨੇ ਪਹਿਲੀਆਂ ਦੋ ਮੁਲਾਕਾਤਾਂ, ਜੋ ਅਕਤੂਬਰ ਅਤੇ ਨਵੰਬਰ ਵਿੱਚ ਹੋਈਆਂ ਸਨ, ਦੌਰਾਨ ਆਪਣੇ ਸਟੈਂਡ ਵਿੱਚ ਥੋੜਾ-ਬਹੁਤ ਵੀ ਲਚੀਲਾਪਨ ਵਿਖਾਇਆ ਹੁੰਦਾ, ਤਾਂ ਹੋ ਸਕਦਾ ਸੀ ਕਿ ਕਿਸਾਨ ਜੱਥੇਬੰਦੀਆਂ ਨਾਲ ਉਸਦਾ ਇਹ ਟਕਰਾਉ ਨਾ ਤਾਂ ਇਤਨਾ ਵਧਦਾ ਅਤੇ ਨਾ ਹੀ ਇਤਨਾ ਲੰਮਾਂ ਖਿੱਚ ਪਾਂਦਾ। ਉਨ੍ਹਾਂ ਦਾ ਇਹ ਵੀ ਮੰਨਣਾ ਹੈ ਕਿ ਜਿਉਂ-ਜਿਉਂ ਗਲ ਲਟਕਦੀ ਚਲੀ ਗਈ, ਤਿਉਂ-ਤਿਉਂ ਦੋਹਾਂ ਧਿਰਾਂ ਲਈ ਇਹ ਮੁੱਦਾ ‘ਨਕ’ ਦਾ ਸਵਾਲ ਬਣਦਾ ਚਲਿਆ ਗਿਆ। ਜਿਸਦਾ ਨਤੀਜਾ ਇਹ ਹੋਇਆ ਕਿ ਅੱਜ ਦੋਵੇਂ ਧਿਰਾਂ ਵਲੋਂ ਆਪੋ-ਆਪਣੇ ਸਟੈਂਡ ਤੋਂ ਪਿਛੇ ਹਟ ਪਾਣਾ ਸੰਭਵ ਨਹੀਂ ਰਹਿ ਗਿਆ ਹੋਇਆ। 26 ਜਨਵਰੀ ਦੀ ਹਿੰਸਾ ਨੇ ਤਾਂ ਇਸ ਮੁੱਦੇ ਨੂੰ ਹੋਰ ਭੀ ਉਲਝਾ ਕੇ ਰੱਖ ਦਿੱਤਾ ਹੈ।
ਮੰਨਿਆ ਜਾਂਦਾ ਹੈ ਕਿ ਹਾਲਾਂਕਿ ਇਸ ਅੰਦੋਲਨ ਦੀ ਅਰੰਭਤਾ ਪੰਜਾਬੀ ਕਿਸਾਨਾਂ ਵਲੋਂ ਕੀਤੀ ਗਈ। ਪ੍ਰੰਤੂ ਕੁਝ ਹੀ ਸਮੇਂ ਬਾਅਦ ਉਨ੍ਹਾਂ ਨੂੰ ਹਰਿਆਣਾ ਦੇ ਕਿਸਾਨਾਂ ਦਾ ਵੀ ਸਮਰਥਨ ਮਿਲ ਗਿਆ ਅਤੇ ਆਹਿਸਤਾ-ਆਹਿਸਤਾ ਦੇਸ਼ ਦੇ ਦੂਸਰੇ ਰਾਜਾਂ ਦੀਆਂ ਕਿਸਾਨ-ਜੱਥੇਬੰਦੀਆਂ ਵੀ ਉਨ੍ਹਾਂ ਦਾ ਸਾਥ ਦੇਣ ਦੇ ਲਈ ਅੱਗੇ ਆਉਣ ਲਗ ਪਈਆਂ। ਇਥੋਂ ਤਕ ਕਿ ਭਾਜਪਾ-ਸੱਤਾ ਵਾਲੇ ਰਾਜਾਂ ਦੀਆਂ ਸਰਕਾਰਾਂ ਵਲੋਂ ਰੁਕਾਵਟਾਂ ਪਾਏ ਜਾਣ ਦੇ ਬਾਵਜੂਦ ਵੀ, ਉਨ੍ਹਾਂ ਰਾਜਾਂ ਦੇ ਕਿਸਾਨ ਚੋਰੀ-ਛੁਪੇ ਧਰਨੇ ਵਿੱਚ ਪੁਜਣ ਲਗ ਪਏ। ਜਿਸਦਾ ਨਤੀਜਾ ਇਹ ਹੋਇਆ ਕਿ ਦੇਸ਼-ਵਿਦੇਸ਼ ਵਿੱਚ ਭਾਰਤੀ ਕਿਸਾਨਾਂ ਦੀਆਂ ਮੰਗਾਂ ਪ੍ਰਤੀ ਲੋਕ-ਆਵਾਜ਼ ਜ਼ੋਰ ਪਕੜਦੀ ਚਲੀ ਗਈ।
ਹਿੰਸਾ ਦੇ ਬਾਅਦ ਦੀ ਸਥਿਤੀ: ਰਾਜਸੀ ਹਲਕਿਆਂ ਦੀ ਮਾਨਤਾ ਹੈ ਕਿ 26 ਜਨਵਰੀ ਨੂੰ ਕਿਸਾਨ-ਟਰੈਕਟਰ ਰੈਲੀ ਦੌਰਾਨ ਹੋਈ ਹਿੰਸਾ ਦੇ ਕਾਰਣ ਜੋ ਸਥਿਤੀ ਬਣ ਗਈ ਹੋਈ ਹੈ, ਉਸਦੇ ਚਲਦਿਆਂ ਜਿਥੇ ਇਕ ਪਾਸੇ ਇਉਂ ਲਗਦਾ ਹੈ, ਕਿ ਜਿਵੇਂ ਇਸ ਹਿੰਸਾ ਦਾ ਸਹਾਰਾ ਲੈ ਕੇ ਸਰਕਾਰ ਆਪਣੀ ਗਲ ਮੰਨਵਾਉਣ ਲਈ ਕਿਸਾਨ-ਜੱਥੇਬੰਦੀਆਂ ਪੁਰ ਦਬਾਉ ਬਨਾਣਾ ਸ਼ੁਰੂ ਕਰ ਦੇਵੇਗੀ, ਉਥੇ ਹੀ ਦੂਜੇ ਪਾਸੇ ਅਜਿਹੀ ਸੰਭਾਵਨਾ ਬਣ ਜਾਣ ਤੋਂ ਵੀ ਇਨਕਾਰ ਕਰ ਪਾਣਾ ਸੰਭਵ ਨਹੀਂ ਜਾਪਦਾ ਕਿ ਇਸ ਸਥਿਤੀ ਦੇ ਚਲਦਿਆ ਕਿਸਾਨ ਆਪਣੇ ਪੁਰ ਲਾਏ ਗਏ ਦੋਸ਼ਾਂ ਨੂੰ ਵਾਪਸ ਲੈਣ ਅਤੇ ਗ੍ਰਿਫਤਾਰ ਕੀਤੇ ਗਏ ਕਿਸਾਨਾਂ ਨੂੰ ਰਿਹਾ ਕਰਨੇ ਦੀ ਮੰਗ ਨੂੰ ਲੈ ਕੇ ਸਰਕਾਰ ਪੁਰ ਦਬਾਉ ਬਨਾਣ ਲਗਣ।
ਮੁਫਤ ਕਾਨੂੰਨੀ ਸਹਾਇਤਾ: ਕਿਸਾਨ ਅੰਂਦੋਲਨ ਨਾਲ ਸੰਬੰਧਤ ਚਲੇ ਆ ਰਹੇ ਕਿਸਨਾਂ ਪੁਰ ਬਣਾਏ ਗਏ ਮਾਮਲਿਆ ਦੀ ਮੁਫ ਪੈਰਵੀ ਕਰਨ ਦੀ ਪੇਸ਼ਕਸ਼ ਜਿਥੇ ਕਈ ਵਕੀਲ ਸੰਗਠਨਾਂ ਵਲੋਂ ਕੀਤੀ ਗਈ ਹੈ। ਉਥੇ ਇਸ ਮਾਮਲੇ ਵਿੱਚ ਸਿੱਖ ਜੱਥੇਬੰਦੀਆਂ ਵੀ ਅਗੇ ਆ ਰਹੀਆਂ ਹਨ। ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ ਦਿੱਲੀ ਦੇ ਸਕੱਤਰ ਜਨਰਲ ਸ. ਹਰਵਿੰਦਰ ਸਿੰਘ ਸਰਨਾ ਨੇ ਦਸਿਆ ਕਿ ਉਨ੍ਹਾਂ ਦੇ ਅਕਾਲੀ ਦਲ ਵਲੋਂ ਪ੍ਰਮੁਖ ਵਕੀਲਾਂ ਪੁਰ ਆਧਾਰਤ ਇੱਕ ਕਾਨੂੰਨੀ ਸੈਲ ਦਾ ਗਠਨ ਕੀਤਾ ਗਿਆ ਹੈ, ਜੋ ਕਿਸਾਨ ਅੰਂਦੋਲਨ ਨਾਲ ਜੁੜੇ ਸਾਰੇ ਮਾਮਲਿਆਂ ਵਿੱਚ ਕਿਸਾਨਾਂ ਨੂੰ ਮੁਫਤ ਕਾਨੰਨੀ ਸਹਾਇਤਾ ਉਪਲਬੱਧ ਕਰਵਾਇਗਾ।
ਅੱਜਤਕ ਟੀਵੀ ਚੈਨਲ ਪੁਰ ਦੋਸ਼: ਖਬਰਾਂ ਅਨੁਸਾਰ ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ ਡੈਮੋਕ੍ਰੇਟਿਕ ਦੇ ਪ੍ਰਧਾਨ ਸ. ਸੁਖਦੇਵ ਸਿੰਘ ਢੀਂਡਸਾ ਅਤੇ ‘ਜਾਗੋ’ ਦੇ ਪ੍ਰਧਾਨ ਸ. ਮਨਜੀਤ ਸਿੰਘ ਜੀਕੇ ਵਲੋਂ ਫਰਜ਼ੀੱ ਖਬਰਾਂ ਪ੍ਰਸਾਰਤ ਕਰ ਸਿੱਖਾਂ ਦੇ ਵਿਰੁੱਧ ਨਵੰਬਰ 84 ਵਰਗਾ ਮਾਹੌਲ ਬਨਾਣ ਦੀਆਂ ਕੌਸ਼ਿਸ਼ਾਂ ਕਰਨ ਦੇ ਕਥਤ ਦੋਸ਼ ਵਿੱਚ ‘ਆਜਤਕ’ ਟੀਵੀ ਚੈਨਲ ਵਿਰੁਧ ਦਿੱਲੀ ਹਾਈਕੋਰਟ ਵਿੱਚ ਇੱਕ ਜਨਹਿਤ ਪਟੀਸ਼ਨ ਦਾਖਲ ਕੀਤੀ ਗਈ ਹੈ। ਜਿਸ ਪੁਰ ਸੁਣਵਾਈ ਕਰਦਿਆਂ ਵਿਦਵਾਨ ਜਸਟਿਸ ਡੀ ਐਨ ਪਟੇਲ ਦੀ ਬੈਂਚ ਨੇ ‘ਆਜਤਕ’, ‘ਨਿਊਜ਼ ਬ੍ਰਾਡਕਾਸਟਰ ਐਸੋਸੀਏਸ਼ਨ ਕੌਂਸਲ ਆਫ ਇੰਡੀਆ ਅਤੇ ਕੇਂਦ੍ਰੀ ਸੂਚਨਾ ਤੇ ਪ੍ਰਸਾਰਣ ਵਿਭਾਗ ਨੂੰ ਨੋਟਿਸ ਜਾਰੀ ਕਰ, ਉਨ੍ਹਾਂ ਪਾਸੋਂ ਇਸਦੇ ਸੰਬੰਧ ਵਿੱਚ ਸਪਸ਼ਟੀਕਰਣ ਦੇਣ ਦੀ ਮੰਗ ਕੀਤੀ ਹੈ। ਐਡਵੋਕੇਟ ਕੀਰਤੀ ਉੱਪਲ, ਇੰਦਰਬੀਰ ਸਿੰਘ ਅਲਗ, ਨਰਿੰਦਰ ਬੇਨੀਪਾਲ ਅਤੇ ਬਲਵਿੰਦਰ ਸਿੰਘ ਬੱਗਾ ਨੇ ਅਦਾਲਤ ਦੇ ਸਾਹਮਣੇ ਅਪੀਲ-ਕਰਤਾਵਾਂ ਵਲੋਂ ੳਨ੍ਹਾਂ ਦਾ ਪੱਖ ਰਖਿਆ।
